Catholic Charities of Santa Clara County (CCSCC) is a California 501(c)(3) non-profit organization founded in 1955. The agency has extensive experience administering a variety of disaster, self-sufficiency, and housing-related projects to individuals and families.

The focus of the Disaster Recovery Self-Sufficiency Program (DRSSP) is designed to assist low-income individuals displaced by the Coyote Creek Flooding. Services will include a comprehensive spectrum of support to address barriers to economic self-sufficiency that disaster survivors often experience. The DRSSP will reflect CCSCC’s long-time commitment to using evidence-based practices, including assessment tools and curricula, a client centered philosophy, motivational interviewing, and reflective listening. Services will include intake, assessment, case management, life skills and job readiness training and placement, financial literacy support and referrals to additional services within CCSCC and through linkages to community partners. The Emergency Programs and Housing Services Division (EPHS) serve families experiencing emergencies (both natural and human made) disasters as well as housing services. The Disaster Recovery Self-Sufficiency Program is operated by the Division Director of Emergency Programs and Housing Services who reports directly to the agency’s CEO.

The mission of the Disaster Recovery Self-Sufficiency Program is to assist low-income individuals impacted by the Coyote Creek flooding by reducing economic barriers and improving their self-sufficiency. Often times lower income and minority communities are at an increased risk of natural disaster and less insulated against disaster-related economic shock. The DRSSP program will focus primarily on assisting clients in housing resources, increase their income and assets, and improve their access to food, health services, and other needed supports, all leading to greater self-sufficiency. Services will include: financial education and coaching, Individual Development Accounts, Employment Services, Public Benefits Navigation, English as a Second Language, Senior Services, Housing Services, and Ongoing Disaster Recovery Case Management and Referrals.

POSITION SUMMARY:
Develop and implement the new Disaster Recovery Self-Sufficiency Program and oversee day-to-day operations. Build the Disaster Recovery Self-Sufficiency Program alongside the Division Director and work to reduce barriers to self-sufficiency. Work with other organizations to streamline resources and services, build relationships with stakeholders to ensure community and agency participation.

ESSENTIAL DUTIES & RESPONSIBILITIES:

1. Work with the Division Director and EPHS division in program development and design of Disaster Recovery Self-Sufficiency Program.
2. Oversee day to day operations of program.
3. Monitor deliverables and ensure data is collected and reporting occurs as required.
4. Perform Quality Assurance assessments of programming delivered by Disaster Recovery Self-Sufficiency Staff and assist Division Director in divisional leadership.
5. Support the leadership development of community partners in both the Vietnamese and Spanish community.
6. Complete all data and narrative reports as required by the funder.
7. Establish relationships with community partners, stakeholders, and potential housing providers.
8. Conduct outreach events in the community at local faith groups, parishes, non-profit organizations, businesses, etc. to promote the program.
9. Hire, train, and supervise program staff. (4-5 staff members)
10. Assist in establishing team building.
11. May take on cases to assist case managers if number of clients exceeds the expected case load of case managers.
12. Work with the City of San Jose, State of California, and the Division Director of CCSCC to ensure highest level of program delivery.
13. Serves as lead supervisor in the absence of the Director.
14. Records services in the agency Electronic Health Record (EHR) system, Awards, and maintains client files and completes timely, accurate documentation in a timely manner, including intake, progress and periodic reports on a schedule to be determined
15. Serve on collaborative teams within the Emergency Programs and Housing Services Division and the agency.
16. Provide information and resources to the community that are culturally, linguistically, and developmentally appropriate for the region being served.
17. Promote interagency collaboration and interface amongst community agencies to leverage programs, services, activities, and resources.
18. Complete other activities needed to meet the goals of the position and the Division, i.e. House Sharing Program, anti-poverty/homelessness initiatives.
19. Complete other duties as assigned.
QUALIFICATIONS
Education:
1. A minimum of a BA or BS from an accredited educational institution with major course work in social services, public administration, psychology, health sciences, or a related field. (Equivalent education and experience that demonstrates the ability to perform the job may be considered.)
Required knowledge, skills & abilities:
2. A leadership style characterized by empathy, compassion, accountability, effectiveness, efficiency and innovation to maximize social impact.
3. Outstanding oral and written communications skills, including English fluency as well as strong public presentation skills.
4. Must possess a strong work ethic, enjoy working collaboratively, and be capable of working independently with a high level of reliability.
5. Ability to build and retain quality relationships with staff and maintain a strong team culture.
6. A high energy, optimistic attitude that encourages and motivates clients living in stressful, high pressure situations.
7. A proven commitment to continuous quality improvement, including an openness to constructive feedback
8. Knowledge of modern office methods and practices, including filing systems, business, correspondence, presentations, and report writing.
9. Excellent basic computer skills (e.g. keyboarding, Microsoft Word Office Suite) as well as comfort with using cloud computing applications, electronic health records, as well as learning new technology tools quickly
10. Experience working with vulnerable populations such as individuals with low and fixed income, underserved Santa Clara County residents, including but not limited to seniors, students, and transition-age youth.
11. Exceptional organizational, problem-solving and time management skills.
12. Experience working in a non-profit and experience in community outreach, community organizing and leadership development.
13. Experience in leading and building teams
14. At least 2 years of management and supervision experience.
15. At least 3 years of case management experience or job related experience.
16. Excellent multicultural experience and ability to work well with a diverse population.
17. Flexible, proactive, adaptable and able to work in a fast-paced, changing environment.
18. Ability to lead and organize team trainings as needed.
19. Experience monitoring case files in compliance with audit and funder requirements.
20. Highly developed interpersonal skills, enabling the candidate to work collaboratively with diverse audiences.
21. Ability to research, analyze information, and represent data in meaningful ways.
22. Valid California Driver License and current auto insurance.
23. Bilingual/ biliterate in English/Spanish or English/Vietnamese preferred.
24. Experience in building collaborative partnerships with community stakeholders.

GENERAL:
1. Ability to sit for long periods.
2. Ability to lift 25 pounds.
3. Valid California driver’s license and personal automobile.
4. Automobile liability insurance according to agency requirements.
5. Must be able to pass agency’s background checks.
Working Conditions:
Work is performed at multiple sites, generally in an office environment

Hours and other conditions:
This is a full-time position. Some evenings and weekends will be required to meet the needs of the position.
