POSITION SUMMARY:
The Restorative Justice Center (RJC) is an innovative Charities of Santa Clara County (CCSCC) service hub designed to promote the self-sufficiency and life opportunities of mentally ill adults with ex-offender and other especially challenging backgrounds, including histories of addiction. A best practice center for restoring the health and economic opportunity of the region’s most at-risk adults, RJC aspires to combine direct services and advocacy to integrate our most disadvantaged residents into the community as fully productive adults, particularly those who have served time in the criminal justice system. RJC integrates services across CCSCC programs as well as the community-at-large to help the agency and county promote wellness and address poverty.

Based in CCSCC’s Behavioral Health Division, RJC manages a cluster of Santa Clara County Behavioral Health Services Division contracts to fund its work, including Criminal Justice, Inmate Services, and CalWorks. However, as comprehensive best practices center, it work throughout the agency, public systems and the community to better coordinate services and advocacy that improves the outcomes of our agency’s and the broader community’s most high needs, complex adult clients.

The RJC Division Director (DD) manages complex system of services and relationships including an approximately 10-person staff, touching several hundred clients and a network including restorative justice leaders from County Behavioral Health Services Division, Probation, Parole, Jails, Prisons, Public Assistance, Legal Services as well as third-party health care providers. The Director also collaborates with the Behavioral Health and other directors to promote integrated, whole person care for our most at-risk restorative justice clients.
A senior leader, the person in this position must have 10-15 years of successful, progressively responsible experience in a social service or health organization, including direct experience and high performance managing mental health services for multi-ethnic, urban populations, as well as a successful track record of innovative, systems change advocacy.

Strong people, program, project, budget, compliance and contract management in a large-scale government, corporate, nonprofit, social enterprise or hybrid organization focused on health is required.

Celebrating more than 60 years, Catholic Charities of Santa Clara County (CCSCC) creates pathways of hope and opportunity for disadvantaged people of all backgrounds in our region. CCSCC is the disaster response arm of the Diocese with responsibility for Long-Term Recovery Case Management Services for the County of Santa Clara, including San Jose. Catholic Charities is assisting survivors of the San Jose Coyote Creek Flood find temporary or permanent affordable housing and assisting with unmet needs. The DRS program is overseen by the agency CEO, and managed by the Disaster Recovery Services Director.

The Program Supervisor is a lead in the program and provides disaster case management, support, and supervision of disaster case managers. The Disaster Recovery Services Program Supervisor provides direct services to DRS clients under the direction of the Disaster Recovery Services Director. The DRS program supervisor’s specific role is to serve survivors of the Winter 2017 Coyote Creek Flood in San Jose, as well as residents impacted by future natural or human-made calamities in our region, to advance their long-term wellness, and improve quality of life. In addition to carrying a small case load, the program supervisor will provide direct supervision to a team of 3-4 disaster case managers and ensure quality and timely services. This position is responsible for service documentation and maintaining program compliance in accordance with agency and funder requirements.
The program supervisor provides and assists with evidence based disaster case management practices. The DRS program supervisor will plan, coordinate, organize, monitor, and provide leadership in the disaster recovery program. In addition, the DRS program supervisor will conduct disaster case management trainings and assist in coordination with the volunteer program.
